Update NOTES.md after text_check v2 propagation - #93

Remove the completed `Tooling and hygiene` backlog items from `NOTES.md` now that `v0.10.15` is released across all five channels and `scripts/text_check.py` (`TEMPLATE_VERSION = 2`) has landed in `retch` (`v0.20.39`) and `rusticprofile` (`v0.2.54`). Update the newest released tag in `NOTES.md` to `v0.10.15`, bump `Cargo.toml` to `0.10.16`, and regenerate `man/etr.1` and `man/etrs.1`. Assisted-By: Gemini 4 Argon
