Network-upgrade governance is off at genesis (kynesyslabs/mainnet-launch#31, G3-27).

Decision: governance does not run at launch. It ships behind a new fork, networkGovernance, that is dormant by default (activationHeight: null). A later, agreed height turns it on.

The fork

  • It is declared and loaded like the other dormant forks.
  • In the mainnet genesis template it is null.
  • launch-go-no-go returns NO-GO if the genesis schedules it at any height.
  • The devnet genesis sets it to 0, so the devnet and the upgradable-network e2e keep working.

The gate (src/forks/governanceGate.ts)

  • While inactive, it refuses both governance transaction types and any transaction carrying a governance edit, at every entry point:
    • RPC: handleGovernanceTx and verifyRpcEdits.
    • Mempool and gossip admission: verifyAdmissionEdits, whether or not editBinding is active.
    • Block apply: the refuseUnboundEdits pre-pass. Refused transactions land in failedTxs and are not charged.
    • A per-transaction check in applyTransaction covers simulation and L2PS proofs, which skip the pre-pass.
  • Every layer reads the fork state from the same tip as the other apply gates, so all nodes judge a block alike.
  • Once active:
    • each governance edit must ride in a transaction of its own type;
    • each edit must name the signer's account (from_ed25519_address, lower-case, 0x-prefixed, matching what demosdk 4.0.17 writes). Nobody can vote or propose with another validator's stake.
  • applyProposal now re-runs the proposal checks that used to run only at RPC:
    • field shapes;
    • safety bounds, which cover the governable keys;
    • the proposer is an active validator;
    • one open proposal per proposer.

Tests

  • governanceGate 24/0. Turning the apply gates off makes 4 of them fail, so the apply checks are really exercised.
  • Also green:
    • stagedWrites 17/0 (2 new re-check cases)
    • editBinding 59/0
    • editBinding.wire 73/0
    • mempool.editBinding 24/0
    • launch-go-no-go 68/0
    • loadForkConfig 33/0
    • handleGovernanceTx 21/0
    • applyProposalEffectiveAtBlock 4/0
    • every file in src/forks and testing/genesis
  • Existing governance tests now turn the fork on at 0.
  • tests/governance concurrentProposals, e2e, snapshotWeightIntegrity and deriveFeesFromParameters fail the same way on the base, without this change.

Before the fork is scheduled (not needed for launch)

  • Frozen stake snapshot, turnout floor, minimum number of distinct voters, timelock.
  • Genesis network parameters must stop coming from each node's env (UI revamp inspectors #27), because the apply-time bounds check reads them.
  • Governance writes must move inside the block transaction (Login #29).

Summary by CodeRabbit

  • New Features

    • Added network governance activation controls. Proposals and votes are refused while governance is inactive; when active, governance edits must match the transaction type and signer.
    • Devnet enables network governance at launch, while mainnet keeps it unscheduled. Launch checks reject configurations that schedule it.
  • Bug Fixes

    • Governance proposals are rejected when required details, effective block, parameter bounds, or proposer eligibility are invalid.
    • Proposers with an open proposal cannot submit another, and validators made inactive by earlier block changes cannot propose.
    • State-read failures during consensus processing now abort the round instead of triggering a fatal error.

Network-upgrade governance is not live at genesis. The fork is registered
with activationHeight null, the mainnet template leaves it unscheduled and
the launch go/no-go reports NO-GO if the genesis schedules it. The devnet
genesis turns it on at 0 so local governance flows keep working.
…and bind edits to the signer

While the fork is inactive, networkUpgrade and networkUpgradeVote
transactions, and any transaction carrying a governance edit, are refused
at RPC intake, mempool and gossip admission, and block apply. The apply
check reads the same tip as the other apply gates and runs whether or not
editBinding is active, including for L2PS proofs applied edit by edit.

Once active, every governance edit must ride in a transaction of its own
type and name the signer's ed25519 address. applyProposal re-runs the
intake checks (field shapes, safety bounds and governable keys, active
proposer, one open proposal per proposer) so a proposal that skipped
intake is refused the same way on every node.

Walkthrough

This change adds networkGovernance as a configurable fork and checks governance transactions at RPC intake, pool admission, and block application. It also validates governance proposals, propagates state-read failures, and updates launch configuration checks.

Changes

Network Governance Fork

Layer / File(s) Summary
Fork configuration and activation
src/forks/forkConfig.ts, src/forks/loadForkConfig.ts, docs/mainnet/genesis.template.json, testing/devnet/genesis.devnet.json, docs/mainnet/genesis.md
Adds networkGovernance to the fork configuration and loader. The default and mainnet template leave it unscheduled. The devnet genesis activates it at height 0.
Governance transaction gate
src/forks/governanceGate.ts, src/libs/blockchain/validation/editBinding.ts, src/libs/blockchain/gcr/handleGCR.ts, src/libs/network/routines/transactions/handleGovernanceTx.ts, src/forks/governanceGate.test.ts, src/libs/blockchain/validation/*, src/libs/blockchain/mempool.editBinding.test.ts, tests/governance/*
Adds a shared gate for governance transaction types and edits. It checks fork activation, transaction type, and signer account at intake, admission, and application. Tests cover these checks and update shared-state fixtures.
Proposal validation and state reads
src/libs/blockchain/gcr/stateReadError.ts, src/libs/blockchain/gcr/gcr.ts, src/libs/blockchain/gcr/gcr_routines/GCRNetworkUpgradeRoutines.ts, src/libs/blockchain/gcr/handleGCR.ts, src/libs/consensus/v2/PoRBFT.ts, src/libs/blockchain/gcr/stagedWrites.test.ts, tests/governance/applyProposalEffectiveAtBlock.test.ts
Adds proposal field, parameter-bound, and active-validator checks. Proposal application receives staged validator state. State-read failures propagate as StateReadError and use aborted-round handling in consensus.
Launch configuration checks
scripts/launch-go-no-go.ts, scripts/launch-go-no-go.test.ts, docs/runbooks/launch-go-no-go.md
Adds a launch NO-GO condition when a launch-dormant fork has a scheduled activation height. The runbook and tests include the networkGovernance requirement.

Merge Risk: Minimal · up to 6f1f3

Governance remains dormant by default. No merge-blocking issue was established.

Security architecture risk: Low · up to 6f1f3

The change narrows governance authority and makes governance dormant by default, with launch checks rejecting scheduled activation. No introduced security defect was established in the inspected paths. Later activation and recovery behavior remain only partially verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The relevant authority is network-wide rather than tenant-local: accepted proposals and stake-weighted votes feed shared network-parameter governance. The dormant fork restricts this transaction path by default, while active-mode controls limit edits to the signer's account and proposals to eligible validators.

Trust Boundaries and Controls

  • observed — The signer-account comparison is supported by cryptographic identity checks: Ed25519 transactions require matching from and from_ed25519_address fields and a valid main signature. PQC transactions require an Ed25519 co-signature or a verified identity hint selected for the PQC sender. The governance gate then rejects edits naming another account or using another transaction type.

Resilience and Maintainability Implications

  • observed — StateReadError distinguishes inability to judge state from an invalid transaction. It propagates through edit application, causes consensus to discard uncommitted state, and prevents sync insertion when application fails. Deferred block-state persistence provides the failure-containment boundary.

Hardening Proposals

  • proposed — Before later production activation, make governance persistence use an explicit block context and verify activation, interruption, and retry behavior around that context. This addresses the pre-existing chain-tip fallback rather than an introduced vulnerability.

RetriggerView in GreptileConfidence Score: 5/5

[High impact] The PR appears safe to merge; the latest change fixes the earlier validator-read issue without introducing a new defect.

Summary

Adds networkGovernance, dormant by default and in the mainnet template.

  • Network governance stays off at mainnet launch and uses signer-bound edits when activated.
  • Proposals are checked against current rules when their block is applied.
  • Consensus sits out a round when governance state cannot be read.

All three earlier, unnumbered findings are addressed: proposals read staged validator changes, strict read failures remain distinct from rejected transactions, and non-strict datasource and tip failures no longer look like missing validators. No new actionable issues were found in the latest changes.

… in the block

An unstake earlier in the same block only changes the staged validator
row, so the apply-time active-validator check read the saved row and
accepted the proposal. Read the staged row first, and partition
proposals with stake edits so they apply in block order in one group.

A failed validator or proposal read answered like an absent row, so a
valid proposal could be recorded as failed on one node and applied on
another. Reads on the governance apply path now throw StateReadError,
the edit loop lets it through instead of failing the transaction, and
the consensus round sits out instead of exiting.

…eck proposalId first

A strict validator read still looked up the chain tip and the datasource
outside its error handling, so their failure failed the proposal instead
of aborting the block. An undefined proposalId reached a lookup that
TypeORM 0.3 runs without that condition, which reports a malformed
proposal as already persisted.
Comment thread src/libs/blockchain/gcr/gcr.ts Resolved
The strict-mode change moved the datasource and chain-tip reads inside
the lenient catch, so a stake top-up could read a failed lookup as no
existing stake. Only the row query falls back to null again.
