Cleanup: Replace deprecated unittest.assertEquals with assertEqual in gubernator/view_pr_test.py

What this PR does / why we need it:
This PR updates the deprecated unittest.assertEquals() method to assertEqual() in gubernator/view_pr_test.py.
The assertEquals method has been deprecated since Python 3.2. Updating it prevents deprecation warnings and ensures the tests remain compatible with future versions of Python.
