chore: dual license with a CLA, like Zayit - #139

SeforimLibrary is part of Zayit's open core: add Zayit's CLA (signed once through the CLA Assistant bot), the DCO sign-off check, a CONTRIBUTING guide, and License/Contributing sections in the README. Makes SeforimLibrary dual-licensed like Zayit: AGPL v3 (+ §7b attribution term) for everyone, and, through the CLA, other terms (including Zayit's official builds with their proprietary modules) for the maintainer.
CLA.md: Zayit's CLA, covering this repository and the other repositories of Zayit.github/workflows/cla.yaml: CLA Assistant Lite, same setup as Zayit (signatures on thecla-signaturesbranch, maintainer and bots allowlisted).github/workflows/dco.yaml: DCO sign-off check, as in Zayit.gitmodules: drop the stale HebMorph entry (unused)CONTRIBUTING.mdandREADME.MD: the CLA replaces the former "no CLA" policyContributors sign once per repository, by commenting on their first pull request.
