After a stable release is published, waits until the binaries are downloadable on releases.jfrog.io, then sends a
cli-releasedrepository_dispatch (with the version) to jfrog/setup-jfrog-cli and jfrog/jfrog-azure-devops-extension, which open the default-version bump PRs.Uses the existing
CLI_ACTION_TOKENsecret for the cross-repo dispatch; it needs write access to those two repos.
