The Install Mono step uses apt-key, which no longer exists on the newer ubuntu-latest image, failing the Ubuntu test job.

…the runner The Mono project apt repo setup used apt-key, which is not available on newer ubuntu-latest images. Ubuntu ships mono-complete in universe, so install it from there and run the Ubuntu job on ubuntu-latest again.
