Prepare the Python SDK release containing CARD and instrument payment support and the merged payment interoperability fixes.
Updates only the distribution version and its lockfile entry. No dependency or runtime changes.
Verification: make sync and make verify passed, including formatting, lint, strict typing, tests and isolated distribution consumers.
