Tom (via the Oxide supervisor): switch Underlay's own Rust development to Oxide.

  • effigy.toml: rust:build, rust:check, rust:clippy, rust:test, fmt:rust, fmt:rust:check and the bootstrap fetch now use oxide. New rust:check:cargo, rust:clippy:cargo and rust:test:cargo are the plain-Cargo fallback.
  • AGENTS.md: the oxide init marked block, and the agent-facing cargo instructions now say oxide.
  • Out of scope: templates, generated-app instructions, CI workflows.

Checked: effigy rust:check via oxide exit 0 (140s cold, removable pool); effigy fmt:rust:check exit 0; effigy qa:docs:agent-defaults exit 0.

Rust selectors use oxide (Cargo with managed, budgeted build storage off
the laptop SSD); rust:check:cargo, rust:clippy:cargo and rust:test:cargo
are the plain-Cargo fallback. AGENTS.md gains the oxide init block and
points agents at oxide. Templates and consumer instructions unchanged.
