Permissions seem to be broken; I am unsure how to fix them. Porting was relatively simple.

Hmm works for me. Check the startup log for fabric-permissions-api-v0 in the mod list, LuckPerms-Fabric-5.5.85.jar in the mods folder, and run /lp verbose while using a faction command to see if luckperms even sees the checks

Ah, I didn't mean those permissions, unless LP is a requirement?
I meant the in-game factions permissions for guests, I should've specified. On our server we'd decided that the only permission that was allowed to be disabled was USE_INVENTORIES, but as players had removed it, there wasn't any effect. Permissions remained disabled even though it said they were allowed.

I tested the permissions system and it seemed to work fine for me. Were you setting permissions for factions or guests? Setting guest permissions only applies to factionless people (which, I'll admit, is pretty unintuitive).
