Support Windows and Linux ARM64

Adds/adjusts the necessary presets, and adds CI, to support Windows and Linux ARM64 builds.

Rolls up a few small maintenance fixes needed for this as well:

• Updates vcpkg to fix the currently broken Windows build (even x86_64).
• Updates the Ubuntu runners since with vcpkg updated to function again, the CMake version is too old and some packages break.
• Updates XenosRecomp to use dxc-bin with fixed Windows ARM64 and added Linux ARM64. This is pointing to my submodule pending thirdparty: Update dxc-bin with expanded ARM64 support XenosRecomp#26
• Works around SDL2 bugs on Windows ARM64 by enabling SDL_LIBC (which is the default in SDL3).
• De-duplicates multiple ccache actions pointing to the same cache in one job.
