Refs goceleris/celeris#864. The workflow change closes one way in. The member exemption that goceleris/celeris#864 is about needs the settings change below, so goceleris/celeris#864 stays open after this merges.

Defect

On pull_request, celeris-stress's shard job ran on a runner label chosen by code outside .github/. Line numbers are at 5792853, unchanged at b24f56e, a814a5e and today's main 3f3a403:

  • The plan job runs go run ./tools/stresstally plan (celeris-stress.yml:215). On a pull request, that is the pull request's own code.
  • shard takes its matrix from that output (fromJSON(needs.plan.outputs.matrix), :267) and runs on runs-on: ${{ matrix.runner }} (:255).
  • The workflow runs for any pull request that touches tools/stresstally/** (:153).

So a pull request that changed only tools/stresstally/plan.go (for example runners["x86"], plan.go:135, used at :749) could send its shard to any runner label this repository has. That includes celeris-cluster, the label of the three repo-level cluster runners. Those runners are online, and some of them idle, for the whole of every cluster run: at 03:23Z today a Benchmark Tier run had msr1 busy while the other two were idle (logs/runner-window.log).

  • For a fork pull request by an organization member, nothing holds it: the approval policy does not apply to members (celeris#864).
  • For an external contributor, the maintainer rule "never Approve and run a fork PR that touches .github/workflows" would not catch it, because nothing under .github/ changes.

All the other pull_request jobs that reach non-GitHub-hosted runners have fixed labels in their workflow files (truth table below).

Round 2: the same claim in probatorium's own docs. goceleris/loadgen#108 corrects loadgen's "code from a fork never runs on" the macro runner. probatorium said the same about the cluster, and the lane missed it until the review (lines at main 3f3a403, unchanged since b24f56e):

  • matrix-pr-tier.yml:36-37: "A fork PR never reaches the cluster, labelled or not."
  • matrix-pr-tier.yml:49-50: "The head-repo check already confines every cluster-touching run to a branch in this repository".
  • matrix-pr-tier.yml:108-111 (the guard job): "a fork PR must never reach the self-hosted cluster ... this gates whose code runs".
  • CONTRIBUTING.md:42: "(fork PRs never reach the cluster)".

The head-repo check is in the workflow file. On pull_request the workflow files come from the pull request's merge ref, so a fork pull request can drop the check, or add a workflow of its own that names [self-hosted, celeris-cluster]. What holds such a pull request is the approval policy, and that policy does not hold an organization member's fork pull request (goceleris/celeris#864). CONTRIBUTING.md:42 also said "The label is consumed per event — re-add it after any push you want re-validated". Since #360, the workflow runs again on every push while the label stays on (matrix-pr-tier.yml:39-40, types: [labeled, synchronize]).

The review also found that runs-on passed an allowed label through as the plan wrote it. A planned UBUNTU-24.04 gave runs-on: UBUNTU-24.04, so the comment's "only the two GitHub-hosted labels in this list are ever used" was not literally true. That is not a hole: no runner carries such a label, and GitHub matches labels without case.

Fix

  • shard's runs-on is now ${{ matrix.runner == 'ubuntu-24.04-arm' && 'ubuntu-24.04-arm' || 'ubuntu-24.04' }} (round 2). It always yields one of the two GitHub-hosted labels, spelled as the workflow spells them, never the plan's text. == ignores case, as contains() does, so a planned Ubuntu-24.04-ARM runs on ubuntu-24.04-arm. Round 1's contains(...) && matrix.runner || 'ubuntu-24.04' passed the planned spelling through.
  • The job's first step, "Refuse a runner this workflow does not allow", is unchanged. For a plan that names anything outside ["ubuntu-24.04","ubuntu-24.04-arm"], the shard runs on ubuntu-24.04, and the step fails it, naming the label the plan asked for.
  • Nothing changes for a correct plan: the refusal step is skipped.
  • New TestStressShardRunnerIsChosenByTheWorkflow pins three things: the expression, that the refusal is the first step, and that the allow-list agrees with plan.go's map.
  • The existing pin in TestStressWorkflowReachesTheClusterOnlyThroughItsGatedJob now accepts that expression instead of the bare ${{ matrix.runner }}.
  • Docs (round 2, comments and text only).

Controls

1. Truth table (lane evidence lanes-20261003/CI1/). Round 2 re-ran every arm on today's mains (celeris fa76fe6, probatorium 3f3a403, loadgen 1fe0430, docs 30f9bcc), on this PR's round-1 head 587806c, and on the new head 22337a7: fix-r3/tests/exprtable/, fix-r3/scripts/controls-864-r3.sh, summary fix-r3/logs/864-r3-summary.log, one log per arm beside it. Earlier runs: round 1 fix-r1/scripts/controls-864-r1.sh (fix-r1/logs/864-r1-summary.log), round 0 scripts/controls-864.sh (logs/864-summary.log).

It reads the actual if: and runs-on: strings from each tree's YAML and evaluates them with act's GitHub-expression interpreter (github.com/nektos/act/pkg/exprparser v0.2.89). A first test proves that the interpreter applies GitHub's documented loose-equality coercion. Two things are new in round 2:

  • The shard rows now require the canonical label: the allowed label as the workflow spells it, or ubuntu-24.04 for anything else. Before, any case variant of a hosted label passed.
  • The table includes the review's adversarial rows (adversarial_test.go). There are 15 shard inputs: padded strings, ubuntu-latest, comma and space lists, arrays, an object, numbers, booleans and two case variants. There are 6 codspeed head shapes per repository. The table has 36 shard rows, as before.
arm result
A: origin/main of all four repos (failing-first for goceleris/celeris#864) 6 pass / 2 FAIL: TestProbatoriumStressShardRunner and TestReviewerShardAdversarial. A plan naming celeris-cluster gives runs-on "celeris-cluster"
A2: this PR's round-1 head 587806c (failing-first for round 2) 6 / 2 FAIL, the same two tests: a planned UBUNTU-24.04 gives runs-on "UBUNTU-24.04", not the canonical ubuntu-24.04
B: this branch (22337a7), plus goceleris/loadgen#108, plus celeris and docs main 8 PASS / 0
C: negative control, 587806c's celeris-stress.yml copied in with cp 6 / 2 FAIL (as A2)
C2: negative control, origin/main's celeris-stress.yml copied in with cp 6 / 2 FAIL (as A)
D: second control, the fallback passes the planned label through (|| matrix.runner) 6 / 2 FAIL: celeris-cluster and the padded strings reach runs-on
E: second control, refusal step removed 6 / 2 FAIL: the refusal does not fire for celeris-cluster
H: second control, the arm label maps to the x86 runner 6 / 2 FAIL: a planned ubuntu-24.04-arm gives ubuntu-24.04. The round-1 table, which checked only "some hosted label", would have passed this
F: second control, codspeed guards rewritten as !head.repo.fork 5 / 3 FAIL: celeris and loadgen codspeed run for a deleted fork, and for four of the adversarial head shapes
G: second control, PR-tier guard rewritten as head.repo.fork == false 7 / 1 FAIL: the guard passes a deleted fork labelled cluster-ok

No test was skipped in any arm. Every injection was grep-asserted and every restore cmp-checked. The trees are git archive copies, so no worktree was edited. actionlint v1.7.12 (probatorium's .github/tools pin) is clean over all 12 workflows of 22337a7. Its positive control, a broken && && in the new runs-on, fails at that column. Script fix-r3/scripts/actionlint-486.sh, log fix-r3/logs/actionlint-486.log.

2. The in-repo test. Script fix-r3/scripts/probatorium-486-suite.sh, with -inner.sh. It runs in a linux/arm64 golang:1.27 container through the laptop lock, with -p 1, at 22337a7 in the lane worktree. Logs are in fix-r3/logs/486-probatorium/, with the summary in fix-r3/logs/486-probatorium-suite.log.

arm TestStressShardRunnerIsChosenByTheWorkflow + TestStressWorkflowReachesTheClusterOnlyThroughItsGatedJob
this branch 2 PASS
negative control: 587806c's yml, copied in with cp 2 FAIL
negative control: origin/main's yml, copied in with cp 2 FAIL
second control 1: the fallback passes the label through 2 FAIL
second control 2: the refusal step removed 1 PASS / 1 FAIL (the new test)
second control 3: the arm label maps to the x86 runner 2 FAIL
  • The whole root package suite (go test -count=1 -race -p 1 -v .) gave 58 PASS / 0 FAIL / 0 SKIP.
  • With -tags mage it gave 175 PASS / 0 FAIL / 1 SKIP. The skip is the existing TestApplySkipFileMalformed ("covered by code review"), unrelated to this change.
  • The test binary and go vet . build for GOOS=linux on amd64 and arm64.
  • Every restore was cmp-checked, and the worktree was clean at the end.

3. On GitHub's own evaluator.

  • The allowed case, on real runners, at round 2's head: this pull request's self-test, run 37110401800 on 22337a7. All 12 shards were requested with ubuntu-24.04 or ubuntu-24.04-arm, and all succeeded: good in two shards, and fail, skip, none and timeout in one, each on x86 and arm64. The refusal step was skipped in every one of them, and the cluster jobs were skipped. Script fix-r3/scripts/runner-runs-486.sh, log fix-r3/logs/runner-runs-486.log. Round 1's self-test, run 37092959355 on 587806c, gave the same result.
  • The case where the plan asks for a label outside the allow-list, on a real runner: deliberate red run 37092993470, from round 0. It is a workflow_dispatch on the throwaway branch ci1/864-refusal-proof (1ef73c3, which is round 0's branch plus one commit that sets plan.go's x86 label to ci1-no-such-runner-864, a label no runner has), with target=github.
    • stress x86 1 was requested with the label ubuntu-24.04 and ran on a GitHub-hosted runner.
    • Its step "Refuse a runner this workflow does not allow" failed: the plan asked for runner "ci1-no-such-runner-864"; this workflow runs shards only on ubuntu-24.04 and ubuntu-24.04-arm (celeris#864). Checkout, setup-go and go test were skipped.
    • stress arm64 1 (allowed label) skipped the refusal step and ran go test.
    • The cluster jobs were skipped.
    • Round 2 did not change the fallback (ubuntu-24.04) or the refusal step, so this still shows what happens to such a label. The truth table's rows show the same fallback for the new expression.
    • Evidence: scripts/runner-proof-864.sh (the dispatch), logs/runner-proof-864-jobs.json, logs/runner-proof-864-x86-job.log, logs/runner-proof-864-x86-annotations.log, and the jobs API read in fix-r1/logs/runner-runs-864.log.
    • The proof branch is not for merging. The maintainer can delete it.
  • CI at 22337a7: 44 checks pass, and 6 are skipped by design. The skipped ones are the cluster jobs of Celeris Stress and of PR Validation. PR Validation now runs for this PR because the PR touches matrix-pr-tier.yml; its guard skips because there is no cluster-ok label. The Test workflow's "root module" job failed once on the known flake validation/remote: TestLocal_NoSignalOnceTheExitIsRecorded can fail when its Wait goroutine runs after the reap (timing flake) #461 (TestLocal_NoSignalOnceTheExitIsRecorded in validation/remote, which this PR does not touch). The occurrence is recorded on validation/remote: TestLocal_NoSignalOnceTheExitIsRecorded can fail when its Wait goroutine runs after the reap (timing flake) #461, and the one re-run passed.

Settings recommendation for the maintainer (goceleris/celeris#864), corrected in rounds 1 and 2

The full text, with its evidence, is on goceleris/celeris#864: issuecomment-5965624939. Round 2 added the second bullet of the standing rule, there and here.

The version first posted here, and on goceleris/celeris#864 as issuecomment-5965058060, got option a and rule c wrong.

Recommended: make WdnLiu an outside collaborator.

gh api -X PUT orgs/goceleris/outside_collaborators/WdnLiu
  • They keep write on celeris, through their former team contributors. Check it with gh api repos/goceleris/celeris/collaborators/WdnLiu/permission. If it did not carry over, grant it again with gh api -X PUT repos/goceleris/celeris/collaborators/WdnLiu -f permission=push.
  • Their fork pull requests on loadgen, probatorium and docs then wait for "Approve and run".
  • Side effect: they lose read on five private repositories that the org base permission gives them today: middlewares, benchmarks and examples (all three archived), SDD and TFM.

Not recommended: write on probatorium, unless the cluster secrets first move into an environment limited to main with required reviewers.

Standing rule:

  • Organization membership is for people trusted with every repository's runners and secrets. Everyone else is an outside collaborator.
  • (round 2) On a repository whose workflows reach a runner that is not GitHub-hosted, an outside collaborator gets write or no access, never read or triage. Those repositories are celeris and loadgen (the macro runner) and probatorium (the cluster); on probatorium write is ruled out too, so there it is no access.
    • GitHub's text for all_external_contributors exempts more than organization members: "All users that are not a member or owner of this repository and not a member of the organization will require approval to run workflows." Nothing read so far says whether a read collaborator counts as "a member of this repository".
    • Read is safe there only once a test shows that a read collaborator's fork pull request still waits for approval.
  • Keep all_external_contributors on all four public repositories.
  • Never approve a fork pull request that changes .github/.
  • Keep the macro runners' Default group limited to celeris and loadgen.

Check after the change. The runner-group lines need a token with admin:org.

  • gh api orgs/goceleris/members: only the maintainers.
  • gh api orgs/goceleris/outside_collaborators: includes WdnLiu.
  • gh api repos/goceleris/celeris/collaborators/WdnLiu/permission: write.
  • gh api repos/goceleris/<repo>/actions/permissions/fork-pr-contributor-approval on celeris, loadgen, probatorium and docs: all_external_contributors.
  • gh api orgs/goceleris/actions/runner-groups: Default has visibility selected.
  • gh api orgs/goceleris/actions/runner-groups/1/repositories: celeris and loadgen only.

Optional, with no settings change: a pre-job hook (ACTIONS_RUNNER_HOOK_JOB_STARTED) on the cluster runners that refuses fork pull_request jobs.

Nothing was changed. The facts come from read-only calls: fix-r1/scripts/settings-readonly-r1.sh, log fix-r1/logs/settings-readonly-r1.log. The approval-policy wording comes from review-perf-api-security-r1/fresh/scripts/approval-docs.sh, log review-perf-api-security-r1/fresh/logs/approval-docs.log. Both paths are under the lane evidence dir lanes-20261003/CI1/.

Two expressions that look null-safe and are not.

  • github.event.pull_request.head.repo.fork == false and !github.event.pull_request.head.repo.fork are both true for a pull request whose fork was deleted. head.repo is null, and GitHub's loose equality turns null into 0 and false into 0.
  • The guards in use compare head.repo.full_name == github.repository, which is false for null. Keep that form.

Review (round 2)

Two reviews of 587806c found no blocker or major. Round 2 pushed one commit, 22337a7, with the trivial fixes. The rest went to issues: an item on goceleris/celeris#890 and a comment on goceleris/celeris#864.

finding what was done
MINOR: probatorium's own matrix-pr-tier.yml and CONTRIBUTING.md still said a fork PR never reaches the cluster, the claim goceleris/loadgen#108 corrects for loadgen. Fixed here (comments and text). See the round 2 paragraphs under Defect and Fix.
MINOR: the standing rule ("grant everyone else access per repository, as an outside collaborator") could reopen the hole. GitHub's text also exempts "a member or owner of this repository". Corrected below and in the goceleris/celeris#864 comment (edited in place): on a repository that reaches a non-GitHub-hosted runner, an outside collaborator gets write or no access.
MINOR: several probatorium docs say the cluster runners are --ephemeral and take one job. ansible/runner-setup.yml:207-220 registers them without it. Left out, so that one change can fix every site. The sites are matrix-pr-tier.yml:9-12 (this PR edits other lines of that file), .github/actions/cluster-runner-up (in the Dependabot train's files), actionlint.yaml, RUNNER_BOOTSTRAP.md and runner-teardown.yml. They are listed with line numbers in a comment on goceleris/celeris#864: issuecomment-5966942736.
NIT: runs-on passed a case variant of an allowed label through. Fixed here: runs-on now yields only the two literals. The table now requires the canonical label, and arm A2 (587806c) fails it.
NIT: copy the exact settings command and the checks into this body. Done below.
NIT: the lane table's row pr-fork-same-name-owner-case tests a look-alike owner. Renamed pr-fork-look-alike-owner in round 2's table.

The same fork-claim audit found celeris's .coderabbit.yaml:184, which is an item on goceleris/celeris#890.

… the pull request's plan (celeris#864)

On pull_request the shard matrix is the output of `go run
./tools/stresstally plan`, the pull request's own code, and the job ran
on `runs-on: ${{ matrix.runner }}`. A pull request that changed only
tools/stresstally/plan.go could therefore name any runner label the
repository has, the cluster hosts' repo-level runners included, with no
change under .github/ for a maintainer to see before "Approve and run".
A member's fork pull request is not held for approval at all.

The shard now runs on a label this file allow-lists (ubuntu-24.04,
ubuntu-24.04-arm, the two plan.go names), falls back to ubuntu-24.04 for
anything else, and its first step fails such a shard naming what the plan
asked for. TestStressShardRunnerIsChosenByTheWorkflow pins the expression,
the refusal step and the agreement with plan.go's runners map.

📝 Summary

Summary by CodeRabbit

  • Workflow Improvements
    • Cluster stress-test jobs now use only supported Ubuntu 24.04 hosted runners. Unsupported runner labels cause the job to fail with an explanatory message.
    • Fork pull requests that leave the workflow unchanged remain subject to its cluster safeguards. Changes to workflow files rely on fork-PR approval policies, which do not apply to organization members’ forks.
    • The cluster-ok label remains active across pushes and triggers a cluster run for each push. Removing the label stops further runs.
  • Documentation
    • Updated contributor guidance to clarify fork pull request safeguards and label behavior.

Walkthrough

The shard workflow now restricts runner labels and rejects unsupported values. Workflow comments and contributor guidance clarify fork-PR gate conditions and cluster label behavior.

Changes

Shard runner allow-list

Layer / File(s) Summary
Select and validate shard runners
.github/workflows/celeris-stress.yml, workflow_celeris_stress_test.go
The shard selects ubuntu-24.04-arm when the matrix value matches that label; otherwise, it selects ubuntu-24.04. A preflight step rejects other values before checkout. Tests check the expression, refusal condition, and runner labels in plan.go.

Fork-PR gate clarification

Layer / File(s) Summary
Clarify fork-PR gate scope
.github/workflows/matrix-pr-tier.yml, CONTRIBUTING.md
Comments and guidance state that the head-repository check applies when a fork PR leaves the workflow unchanged. They describe approval-policy exceptions and state that cluster-ok remains active across pushes until removed.

Priority: ⬆️ High

Estimated code review effort: 2 (Simple) | ~12 minutes

Merge Risk: 🔵 Low · up to fac86

The guide may lead maintainers to expect cluster runs for pushes excluded by PR filters, or to overlook that manual dispatch can bypass the label. Both are narrow, correctable documentation mismatches rather than workflow behavior changes.

Security Architecture Review

Security architecture risk: 🔵 Low · up to fac86

The change narrows runner access and rejects unsupported choices before checking out or executing shard code. No introduced or worsened security condition was established. The broader protection of cluster runners still depends on approval and runner-access settings that could not be verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The former scheduling path could select repository-accessible runner labels, potentially exposing cluster hosts when matching runners were available. The new expression removes that arbitrary-label path for planner-only edits. Actual cluster availability, runner authorization, and downstream asset or credential exposure remain unverified.

Security Findings and Attack Paths

  • inferred — The workflow-edit bypass described in the updated guidance is an existing, conditional attack path rather than a verified vulnerability introduced by this PR. A fork-controlled workflow could remove its own in-file guard, but effective reachability depends on external approval and runner-access enforcement. The supplied candidate remains deferred.

Trust Boundaries and Controls

  • observed — The new control fixes the scheduler's possible outputs independently of untrusted plan text. The stress workflow also retains read-only contents permission, disabled cache use, and checkout without persisted credentials. These controls do not establish the live cluster-access policy.

Resilience and Maintainability Implications

  • inferred — For the inspected workflow, repetition or interruption cannot widen the scheduler's two literal outputs. Refusal failure skips ordinary checkout and test steps; the always-running upload step remains scheduled. This check introduces no shared cluster reservation or cleanup transition, and does not claim that all failure-time steps are suppressed.

Hardening Proposals

  • proposed — Verify the active fork-PR approval policy and runner-group restrictions, including organization-member forks and workflow edits. Cluster admission controls should be enforced outside code that an untrusted pull request can replace.

…nd CONTRIBUTING stop calling the head-repo check the fork boundary (celeris#864)

Review of 587806c:
- shard's runs-on passed an allowed label through as the plan wrote it,
so a planned UBUNTU-24.04 became runs-on UBUNTU-24.04. It now yields
one of the two literals in the workflow (== ignores case, as
contains() does), so the plan's text never reaches runs-on. The
  refusal step is unchanged.
- matrix-pr-tier.yml and CONTRIBUTING.md said a fork PR never reaches
the cluster. The head-repo check is in the workflow file, which a
fork PR can edit; what holds such a PR is the approval policy, which
does not hold an organization member's fork PR (celeris#864).
loadgen#108 corrects the same claim in loadgen's codspeed.yml.
- CONTRIBUTING.md also said the label is consumed per event. Since
#360 every push re-runs the cluster job while the label stays on.

### Cluster runs need the `cluster-ok` label

The PR Validation workflow (`.github/workflows/matrix-pr-tier.yml`) executes on the self-hosted bench cluster, so it does not run on every push. A maintainer reviews the diff and adds the `cluster-ok` label; only then does the cluster job start, and only for branches that live in this repository. That branch check is in the workflow file, so it does not stop a fork PR that edits the file or adds a workflow of its own: what holds such a PR is the fork-PR approval policy, so never "Approve and run" a fork PR that touches `.github/`, and an organization member's fork PR does not wait for approval at all (goceleris/celeris#864). While the label stays on, every push to the branch runs the cluster job again (#360); remove the label to stop that. Cluster runs queue behind any in-flight nightly, weekend-soak or benchmark run and are never cancelled.

Ensure fork PRs cannot use the self-hosted runners. A fork PR can edit or add a pull_request workflow that targets the cluster. The approval policy described here does not hold organization-member fork PRs. Enforce the runner restriction outside PR-editable workflow files; the repository or organization runner policy is not available here.

Confirm the fork-PR approval setting before relying on it. A fork PR can edit or add a workflow to bypass the branch check. If GitHub does not hold that workflow for approval, it can run code on the self-hosted cluster. The checked-in workflow does not establish whether this repository requires approval for all_external_contributors.

The `branches` filter matches the PR’s **base (target) branch**, not its head/source branch. To filter on the head branch, use `github.head_ref` in a job condition. ([docs.github.com](https://docs.github.com/en/actions/reference/workflows-and-actions/workflow-syntax?source=post_page-----b008ed5f3edc--------------------------------&utm_source=openai))

```yaml
on:
  pull_request:
    types: [opened, synchronize, reopened]
    branches: [main]
    paths: ['src/**']
```

This runs for those PR activity types—including `synchronize`—only when the PR targets `main` **and** changes a path matching `src/**`. ([docs.github.com](https://docs.github.com/en/actions/reference/workflows-and-actions/events-that-trigger-workflows?utm_source=openai))

Qualify the push rerun claim. At CONTRIBUTING.md:46, “every push” is too broad. A synchronize run requires the PR to target main and its changed paths to match the workflow’s paths filter. The guard also requires the cluster-ok label and a head branch in this repository. branches: [main] filters the PR’s base branch, not its source branch.

Suggested wording
-The PR Validation workflow (`.github/workflows/matrix-pr-tier.yml`) executes on the self-hosted bench cluster, so it does not run on every push.

Review comment at @CONTRIBUTING.md at line 46:
Update the push-rerun claim in the PR Validation workflow documentation to say
that a push reruns the cluster job only when the PR targets main and its changed
paths match the workflow’s paths filter; retain the existing cluster-ok label
condition.
