Fixed the docker-smoke CI failure by pinning the build platform to linux/amd64. The rust:1.99.1-bookworm image was being pulled for linux/386, causing the compiled binary to be incompatible with the amd64 runtime.

✅ Fix pushed:

Fixed the Docker platform mismatch by switching to docker buildx build which properly handles platform specification, and added --platform linux/amd64 to the docker run command.
