filter_rewrite_tag: fix emitter lifecycle and record preservation - #12668
rewrite_tag can lose original records after failed tag expansion or leave accepted emitter records pending during shutdown. Input processors can also create colliding emitter names, initialize private emitters twice, and leak filter resources when initialization fails.
Preserve originals on failed or empty tag expansion, make successful input initialization idempotent, free allocated empty filter results, and drain pending emitter records during shutdown in either emitter order. Release partially constructed rules and filter contexts on initialization failure. Keep existing default emitter names when available, adding input/stage qualification only to resolve processor-name collisions. Explicit emitter names remain unchanged.
Compatibility: regular filters and input processors remain supported, including threaded inputs and filesystem buffering. No-rule configurations retain their existing pass-through behavior. Output-processor placement now fails initialization with rewrite_tag only supports input processors because its emitter fallback otherwise receives an output instance where an input instance is required.

Testing
Rebased onto master 42e22264b, preserving upstream's native-chain accounting test alongside the allocated-empty-result test. The PR contains eight interface-scoped commits and no merge commits.
203 functional integration cases passed across rewrite_tag, multiline, log-to-metrics, storage/backlog, content_modifier, processor concurrency, and SQL.
All 97 rewrite-tag integration cases passed normally and under strict Valgrind, with no skips.
201 distinct integration cases passed strict Valgrind validation. The parallel run had one input-port binding failure during an HTTP/2 replay restart; that same case passed three isolated strict Valgrind reruns. Two trace SIGKILL/restart cases were skipped by the memory checker because SIGKILL prevents its final summary; both passed functionally.
Verified 218 integration Valgrind logs: zero errors and zero definitely, indirectly, or possibly lost bytes.
All 14 rewrite-tag runtime cases passed, normally and under Valgrind.
11 focused CTest targets passed, including the processor target with both upstream and PR regressions.
The complete internal processor binary passed Valgrind, including repeated private-input initialization, allocated empty results, and native-chain accounting.
All eight DCO-signed commits passed the full PR-range commit-prefix checker against master.
[N/A] Packaging changes.

Bug Fixes
Rewrite Tag works in supported input processor configurations while preserving group context.
Records with missing or empty rewritten tags are preserved instead of being lost.
Rewritten records are drained at end of input, helping ensure they reach their destinations.
Rewrite Tag processors attached to unsupported output processors are rejected.
Conflicting default emitter names are handled across processor stages.
Improved handling of empty processor results and input shutdown flushing, including buffered records during shutdown.

Walkthrough
The changes update rewrite_tag processor placement and tag routing, emitter cycle detection and shutdown draining, and input initialization tracking. They also free temporary buffers for modified processor results with zero output. Integration and internal tests cover these behaviors.

Summary
Input initialization and processor placement include/fluent-bit/flb_input.h, src/flb_input.c, plugins/filter_rewrite_tag/rewrite_tag.c, tests/integration/scenarios/filter_rewrite_tag/tests/*
Input instances track completed initialization. rewrite_tag checks processor sources, selects emitter names, and cleans up after initialization failures. Integration tests cover placement and configuration.
Translated tag handling and routing plugins/filter_rewrite_tag/rewrite_tag.c, tests/integration/scenarios/filter_rewrite_tag/tests/*
rewrite_tag preserves the original record when the translated tag is null or empty. Tests cover routing across placements, storage profiles, and input modes.
Emitter cycle checks and shutdown draining plugins/in_emitter/emitter.c, tests/integration/scenarios/filter_rewrite_tag/tests/*
The emitter tracks ingestion, rejects cycle emissions, and drains queued records during shutdown. Tests cover backpressure, persisted chunks, and EOF delivery.
The processor frees its temporary buffer when a modified filter result has zero output bytes. Internal tests cover this result and repeated input initialization.
fluent/fluent-bit#12589: Both changes address processor results with empty output. This PR frees the allocated temporary buffer and adds regression coverage.

Explanation
The title names the filter (filter_rewrite_tag) and the two main areas the PR changes: emitter lifecycle and record preservation. The objectives confirm both. The changes include emitter shutdown drain and rename logic, idempotent input init, and the processor-placement rejection. The title does not mention the processor-placement rejection, the storage-profile tests, or the Valgrind fixes, but it does not need to cover every detail.

Split the independent core and plugin changes into separate commits
This commit combines independently actionable changes to input initialization (flb_input_instance_init), processor result ownership (processor_run), emitter shutdown, and rewrite-tag behavior. The root AGENTS.md explicitly requires different interfaces to remain in separate commits even when they support the same feature. Split these changes into interface-scoped commits, keeping each interface's corresponding headers and regression coverage together.

Synchronize producers before the final ring-buffer drain.
cb_emitter_pause() drains ctx->msgs before it pauses known senders. A threaded producer can continue until it processes the pause message. If it calls in_emitter_add_record() during this interval, the record enters ctx->msgs after the drain. shutdown_flush_done prevents another drain, and cb_emitter_exit() frees the record instead of delivering it. Ensure that producers are quiescent before the final drain, or add equivalent synchronization.
