http_client: out_opentelemetry: mitigate unbounded http ng requests - #12665
Mitigated the client-ng response exhaustion issue on the switched branch. HTTP/1 and HTTP/2 now enforce response and header limits, and requests have a total response timeout. An oversized response closes its connection and is treated as non-retryable by OpenTelemetry.
Set ok-package-test label to test for all targets (requires maintainer to do).

Summary by CodeRabbit
New Features
HTTP client limits can be configured for response size, header size, total wire size, and header count, along with a response timeout. Defaults are 4 MiB, 65,536 bytes, 64 MiB, 100 headers, and 30 seconds.
Bug Fixes
OpenTelemetry reports response-limit breaches as errors rather than retryable connection failures. Invalid HTTP client limit settings are rejected.
Tests
Added coverage for oversized HTTP/1 and HTTP/2 responses and headers, response deadlines, stalled connections, and body-size accounting.
The HTTP client now supports configurable response, header, wire-size, header-count, and response-timeout limits. HTTP/1 and HTTP/2 enforce size limits, and HTTP/1 sessions enforce response deadlines. The OpenTelemetry output distinguishes response-limit failures from other request failures. Integration tests cover limits and deadlines.

Minor · Functional Correctness · Quick win
Apply configured headers to JSON responses.
_build_response() returns through jsonify(body) for dictionary and list bodies before reaching Line 136. The default response body is a dictionary, so configure_otlp_response(headers=...) does not add headers in the default path. Apply response_config["headers"] to the JSON response before returning it.
