Part of the publish-portolan split (#231-#239).

The PRIA WFS lists layers for 2010-2015, but every one of them returns zero features (checked 2026-08-30) — so the variants start at 2016, where they used to start at 2010 and produce empty editions.

The WFS URL also has no usable file name, so every edition's response overwrote the previous one's cache entry; each variant names its own now (ee_gsaa_<year>.gml).

Nine editions (2016-2024) are built and published, ~1.55M field-years. Original commits: a43baf5, 4688a00.
