Description
Why
Deferral is used mostly in embedded and Spring code (boost-ext/sml, QP, spring-statemachine); XState answered requests with a userland recipe. #664 is an open contribution that fails PSSM Deferred 003 and 004-B. Eight PSSM cases need it.
Scope
Deferrable triggers per state, the recall queue and its order relative to completion events, YAML/schema, diagram. Gated so machines without deferral pay nothing. The API shape of #664 informs the design.
