Internal transition targeting its own empty history state #709

Why

Follow-up from #696: an internal transition from a compound state to its own HistoryState with no stored value and no default.

With the transition kinds of #723, a transition from a compound state to its own HistoryState targets a descendant, so it is local, not internal (internal requires the target to be the source or no target). The deprecated internal=True alias maps it to local too.

Acceptance

A test on both engines pins the local behavior for this case (history with no stored value and no default), once #693 (history default entry) and #723 merge.
