Before: CHANGELOG.md has no 1.7.0-beta.14 section, so the Release workflow can't publish it.
After: a 1.7.0-beta.14 section covers what merged since beta.13: rule set Block/Allow from the query log and rule set editing in its panel (#433), and the sidebar brand pill and wrapped tab bars (#432).
