Description

In ConvertPhase, the zip branch now builds its temporary file's directory with os.path.dirname(self.output_path) instead of self.output_path.parent, so it works whether output_path is a str or a Path.

Why

check_and_assign_entities and the add-data commands in commands.py pass the converted path as a str built with os.path.join, so for any zipped resource the convert step failed with 'str' object has no attribute 'parent' and the pipeline got 0 rows. The nightly pipeline doesn't pass a converted path and the check service passes a Path, which is why neither was affected. In batch assign this shows up as a current_resource_empty alert: the DEFRA air-quality-management-area shapefile collected on 29 Oct (resource 7b5e2831…) was flagged that way, and its 3 new areas were never assigned entities.

QA

Ran locally against the DEFRA air-quality-management-area shapefile zip collected on 29 Oct (resource 7b5e2831…), comparing main with this branch:

  • check_and_assign_entities, which passes the converted path as a str: on main convert fails with 'str' object has no attribute 'parent' and the transformed output has 0 rows; on this branch convert succeeds and the output has 342 entities (the 339 the nightly run loads plus the 3 new areas batch assign was trying to assign).
  • ConvertPhase with output_path as a Path (how the check service calls it) and with no output_path (how the nightly pipeline runs): both succeed on main and on this branch, with identical converted rows (375).

Add a Path output-path case to the zip conversion test.

The parametrised test always passes a str output path. os.path.join(tmp_path, ...) returns a str, so the Path input branch is never exercised. The PR's stated goal is to support both types in the zip branch. The new shapefile_zip case covers only the str variant, so a regression in the Path handling would not be detected.

The current code handles Path through os.path.dirname, so this is a coverage gap, not a demonstrated failure. Add a test that passes a Path:

Add a test alongside the zip conversion tests that passes a pathlib Path as
output_path to ConvertPhase.process, using the shapefile_zip resource and
asserting the converted file is created. Keep the existing string-output-path
test so both path types are covered.
