Allow the posthog-eu bot to trigger the org Claude review - #4

PostHog's self-driving fixes open PRs as the posthog-eu GitHub App. claude-code-action rejects any bot actor missing from allowed_bots, and because this workflow is a required merge gate, every one of those PRs was blocked with "Workflow initiated by non-human actor". After merge
Required workflows run from this repo's
