Resources With Invalid References Can Be Created Via Batch Bundle #589

Description

Resources with invalid references can be created via batch Bundle. The current batch Bundle execution implementation checks resource references as part of the CheckReferencesCommand and not during the execution of the Create- or UpdateCommand. This implementation is useful for the execution of transaction Bundles and correctly rejects resources with unresolvable references there, but does not work for batch Bundles.
