[WIP] This is a draft PR created to test CloudBuild workflow changes
Introduce a canary test that will publish the current @dataform/core build to npm as a canary version and attempt to use it to compile a simple test project on GCP. This ensures that changes to core do not accidentally breaks anything in the cloud backend.
