`DAOS_NO_PROXY` variable is used for the list of hosts/network that should not be accessed via proxy. The variable is propagated to Dockers build procedure via [pipeline-lib #472](daos-stack/pipeline-lib#472) Signed-off-by: Tomasz Gromadzki <tomasz.gromadzki@hpe.com>

We need the mechanism to prevent CI to use proxy in case of access to local servers like artifactory.
no_proxyvariable is passed to all Docker to not use proxy for pip installer and all other accesses to theartifactory--proxyargument in no longer needed for thepip installcommand.See daos-stack/daos#16551 for full solution description.
