Summary
This replaces the partial Docker-only toolchain change in #88 and resolves the outdated Go baseline affecting the vulnerability scan in both PRs.
Validation
make checkpassed../scripts/govulncheck.shcould not complete locally because DNS resolution for vuln.go.dev failed; CI will rerun the scan.
