install-with-cpm@v1 runs on Node 20, which GitHub deprecates in June 2026, and installs the latest cpm which requires Perl 5.24+. OpenStack::Client 1.0007 requires Perl 5.14, so the 5.8/5.10/5.12 matrix entries can never pass.

  • Bump since-perl to 5.14 (matches the actual dependency floor)
  • Upgrade install-with-cpm@v1 -> @v2 (Node 24) everywhere
  • cpm@v2 auto-pins to legacy cpm 0.998003 for Perl < 5.24, so older supported Perls still get a compatible cpm
  • Replace macOS curl|perl bootstrap and Windows chocolatey+cpanm with actions-setup-perl + install-with-cpm@v2
