Before 1.0, Bite had no single place that said what changed between versions or what it works with. This PR adds two docs:

• CHANGELOG.md: each release, newest first, back to 0.1.0, with the PR numbers. It also has a "Not released yet" section covering Comeback alarm: no alarm for a fix done another way, and name the right commit #116 to Shallow clone: say to fetch the history, not "try a larger --last" #135, split into New and Fixed. At the 1.0 version bump, that heading becomes the 1.0.0 entry.
• SUPPORTS.md: the languages, the test command Bite guesses, the other runners it knows, which file types it takes out, the projects each language was checked on, where Bite runs and what costs money, and what Bite doesn't do.

I checked the runner names and file types in SUPPORTS.md against repo.RUNNERS and the guessed commands in bite.py. The checked projects are from SCOREBOARD.md. JSON-java is marked "not on the scoreboard yet". The README's "Updating Bite" section now links to both files.
