ADR 0015: Deferred-Dispatch Admission Bound; Cross-Instance Coalescing Rejected For Now
Re-scoped per maintainer directive after fifteen review rounds: the admission-bound half converged under review; the cross-instance coalescing protocol did not (every round found new P1 protocol holes in the prose specification). The ADR now decides the admission bound and records an explicit, evidence-based rejected-for-now verdict on the cross-instance protocol, with a formal-design reopening bar.
Relates to #44 (admission bound — closes when implementation lands) and #50 (cross-instance coalescing — kept open; the maintainer will reference the merged ADR on the issue).
What the ADR decides
RuntimeOptions.MaxDetachedcapping admitted-but-incomplete deferred dispatches. At the cap: reject-with-signal before ack and before dedupe marking (ErrAdmissionRejected), with shape-aware adapter mapping — retry-inducing responses for platform-redelivered shapes, a truthful busy response for direct invocations (Slack commands/interactivity) the platform never redelivers.
