test(evm-node): cover rpc_get_version field population

Adds unit tests for rpc_get_version():

• returns Ok
• git_version / git_commit / git_short_hash / cargo_version non-empty
• git_short_hash is a prefix of git_commit

Requested assignment on the issue. Happy to adjust if maintainers prefer a different coverage shape.
