Upgrades the project to Zig 0.17.0.

Build system

• Zig 0.17 removed custom build steps (makeFn). The package snapshot (test-package) and the install-release* / install-debug steps now run a small helper, tools/build_tools.zig, through a Run step. tools is added to the package paths.
• b.args → run_cmd.addPassthruArgs(); b.build_root → b.root; pathFromRoot → b.root.joinString.
• Build info (git tag/commit, build date) is read at configure time, so build.zig now calls b.graph.poisonCache() to keep the configure cache from serving stale values.
• std.builtin.OptimizeMode → std.lang.Optimize.
• Behavior change: b.install_prefix can no longer be read at configure time, so the install-release* steps no longer honor --prefix. They install to INSTALL_DIR, then $HOME/.local/bin, then %USERPROFILE%\.local\bin.

Language / std

• @typeInfo struct and union info is now struct-of-arrays (field_names / field_types / field_attrs). Ported in document_filter.zig and in vendored zig-yaml.
• ErrorBundle.Wip.init now returns the value (zig-yaml); std.ascii.indexOfIgnoreCase → findIgnoreCase; Fn.params → param_types; std.meta.declarations returns names; getLast → last().?.
• zig fmt in 0.17 rewrites @intFromEnum → @backingInt. Applied so CI's zig fmt --check passes. The generator never emits @intFromEnum, so generated clients are unaffected.
• std.testing.allocator is now SafeAllocator. Whether it can resize in place varies between runs, which made one checkAllAllocationFailures test fail with NondeterministicMemoryUsage. That test now goes through a no-resize wrapper allocator.

Toolchain pins and docs

minimum_zig_version (root, package_consumer, vendored zig-yaml), CI, release, mise, devcontainer, coverage Dockerfile, README, PACKAGE.md, copilot-instructions (and its download URL, which used the old zig-linux-x86_64 naming), and the website.

Verification (Windows, Zig 0.17.0)

• zig build test: 11/11 steps, 586/592 tests passed (6 skipped). This includes the generated-code compile tests and the test-package consumer build.
• zig build build-all: all 5 cross targets build.
• zig build run-generate: generated output is byte-identical, and generated/main.zig and lmstudio_example.zig compile. examples/compile_examples.zig passes.
• zig build run -- --version (passthru args) and install-debug with INSTALL_DIR both work.
• zig fmt --check . is clean on an LF checkout.

Not done (follow-ups)

• std.heap.DebugAllocator (about 570 test call sites) and std.fmt.allocPrint are deprecated in 0.17 but still work, so they are left for a separate cleanup.
• On Windows, 0.17 sometimes fails with unable to load "<std file>.zig": Unexpected under high build parallelism. This is a compiler/OS issue, not something in this repo. Rerunning or passing -j2 avoids it.
