Summary

• On macOS with Python older than 3.12, cf setup installs caravel-cocotb with SETUPTOOLS_USE_DISTUTILS=stdlib so cocotb 1.9.2 links as a dylib instead of a Mach-O bundle. The unused LDSHARED override is removed.
• A failed cocotb pip install prints the last 25 lines of stderr instead of the full CalledProcessError build log.
• Bump chipfoundry-cli to 2.7.1.

Test plan

• Unit tests cover the env var on darwin < 3.12, darwin 3.12, and non-darwin, plus the stderr tail
• cf setup --only-cocotb --overwrite on python.org Python 3.11 (universal2) prints "Cocotb environment set up successfully" and import caravel_cocotb, cocotb works
• Full cf setup finishes without "Setup completed with errors"
