When a key is rate limited, the data access classes ask the key manager to expire it and receive a key back. They then logged The same key was returned after a request to expire it was sent whenever the returned key matched the old one.
KeyClient.expire blocks until a key is available, so on a single-key instance the same key is legitimately returned once its rate limit resets. The log line was misleading in that case.
This PR records the expiry time passed to expire() and logs the error only if the same key comes back before that time. After the expiry time, getting the same key back is expected and nothing is logged. The change is applied to both GithubDataAccess (REST) and GithubGraphQlDataAccess.
The issue suggested a window of about one minute. I compared against the expiry time already passed to expire() instead, so there is no fixed number to tune and it holds for any reset time (primary limit, Retry-After, or the 60-second fallback).
No new tests: this only changes when one log line is emitted. Existing tests pass (uv run pytest: 117 passed), and both files compile.

Summary
Summary by CodeRabbit
Bug Fixes
Improved GitHub rate-limit handling so repeated-key errors are reported only while the key is still within its expiration period. Expiration timing continues to follow the applicable retry delay or rate-limit reset time.
The GitHub REST and GraphQL rate-limit handlers now store the expiration time used when expiring a key. They log an error for a returned unchanged key only when the return occurs before that expiration time.
Both handlers store the calculated expiration time and pass it to the key client. They log an unchanged-key error only when the same key is returned before that time.
The PR can still produce the misleading rate-limit error in repeated-expiration scenarios, although the impact is limited to diagnostics and the fix is localized.

Explanation
The title names the main change: it stops a false same-key error after a rate limit reset. The changeset records the expiry time in both GitHub data access classes and logs the same-key error only when the same key returns before that time. The title uses a conventional commit prefix and is specific enough for a teammate scanning history.

Explanation
The description follows the template. It summarizes the change and links issue #403. It explains the reason for the change and gives reviewer notes. The signed commits item and the Generative AI disclosure are completed with tool details and review steps. The description repeats the test result line in the reviewer notes, which is a minor issue. The template does not require a separate test section, so this does not block the check.
Full details: Linked Issues check
Explanation
Issue #403 asks that same-key detection account for time, so that a key returned after its rate limit reset does not trigger the 'same key' error. The diff at head c0812a9 meets this in both files. In github_data_access.py, each branch of __handle_github_ratelimit_response stores the requested expiry in expire_at before calling key_client.expire. The error is logged only when previous_key == self.key and time.time() < expire_at. In github_graphql_data_access.py, the same check is added with a comment explaining the single-key case. On a single-key instance, KeyClient.expire blocks until the reset, so the returned time is at or after expire_at and no error is logged. A key returned before expire_at still logs the error. The issue suggests a window of about one minute, but it is hedged ('maybe'). The PR uses the expiry time as the bound instead. This is a reasoned deviation: it covers the primary limit, Retry-After, and the 60-second fallback, and a key returned before its own reset is the case the log line should flag. No coding requirement remains unmet. The change has no automated test. The PR states this is intentional. Inspection of the diff did not run the test suite, so test results rely on the PR author's report.

The whole-PR diff (merge base d52912e to head c0812a9) touches only collectoss/tasks/github/util/github_data_access.py and collectoss/tasks/github/util/github_graphql_data_access.py. All hunks sit in the rate-limit handling method __handle_github_ratelimit_response. The changes introduce the expire_at local variable, the time-aware condition for the same-key error, and an updated error message that includes the expiry time. Each change directly supports the issue #403 objective. No unrelated refactoring, feature, or file change appears in the diff. The PR description's duplicated 'Existing tests pass' bullet is documentation wording only and does not affect scope.

Preserve duplicate expiration timestamps in Orchestrator.expire_key.
When a second rate-limit handler expires a key that is already in expired_keys[platform], expire_key returns without applying the new timeout. The key can then return after the old timeout while the handler still satisfies time.time() < expire_at, which emits the misleading same-key error. Update an existing expired entry with the incoming timeout. The REST and GraphQL handlers can keep their current comparisons.
