Summary

docs/versioning.md did not say if a minor release can raise the minimum version of Ruby, Rails, or a database. This pull request adds the rule before the 1.0.0 tag.

• A minor release can raise a minimum version, but only for a version that its own project no longer supports. CHANGELOG.md names the change.
• A patch release does not raise a minimum version.

Compatibility

Documentation only. No code, schema, or configuration change. The current minimum versions do not change.
