Upgrade to Debian 13

Now that an ubuntu-26.04 hosted GH action runner is available, we can safely upgrade our Appcontainer to Debian 13.

How to test

create a branch in this repo that bumps the dependency
create an RC tag (without merging to main)
consume the RC tag in a benefits branch

as of October 2026 it appears that ubuntu-latest now points to ubuntu-26.04 (see cal-itp/benefits#4216 for more info)
