[InputTime] Add ":" between hour and minutes

As per the design spec by @thomasdunnuk and @suprasanna, for the schedule setting, we're looking to add a colon between the hour and minutes. I've highlighted the area of affect this change will have on any and all instances of InputTime in our editing doc.
