Step reference generator does not render required capabilities #347

Problem

The step reference generator never renders the required capabilities of a step.

Get-IdleStepRequiredCapabilities in tools/Generate-IdleStepReference.ps1 builds the catalog key as
"IdLE.Step.$StepType", but $StepType already is the full step type (e.g. IdLE.Step.DisableIdentity).
The lookup key becomes IdLE.Step.IdLE.Step.DisableIdentity, is never found, and the function returns @().
As a result, the generated pages under docs/reference/steps/ show no capabilities.

Expected

The generated step pages list the RequiredCapabilities from the step pack's metadata catalog.

Fix

• Look up $catalog[$StepType] directly (same as Get-IdleStepWithKeyRows).
• Regenerate docs/reference/steps*.
• Add a test (or generator check) that a step with declared capabilities renders them, so the lookup cannot
  silently fail again.
