Select the accepted native Rust releases for the shared engineering tools and any pinned first-party CLI dependencies. Keeps the existing product commands and verification gates.
Validation: changed workflow files pass actionlint; changed shell scripts pass syntax checks; changed tool manifests parse successfully. The full repository Actions suite must pass before merge.
