build: bump Go toolchain to 1.26.9 - #121

Pin the workspace, both modules, and CI setup-go to Go 1.26.9 so govulncheck no longer reports standard-library vulnerabilities fixed in that release, including GO-2026-6617. Co-authored-by: Werner Swart <werner@swart.io>

Updates Spool’s Go toolchain from 1.26.6 to 1.26.9 to address standard-library vulnerabilities reported by govulncheck, separately from the skills cleanup.
Changes:
- Aligns both modules and the workspace on Go 1.26.9.
