fix(release-notes): zero-pad version param for correct Hugo sorting - #2397

Hugo's .ByParam sorts strings lexicographically, so 2.40.10 sorted before 2.40.9. This caused the 'latest releases' list to always stop at .9 patches, skipping .10, .11, etc. - Normalize all release note frontmatter version params to zero-padded format (e.g., 2.40.1 -> 02.40.01) - Update release note templates to auto-generate zero-padded versions from armoryVersion payload
