Fixed

• release-ansible-collection.yml fails the release before the Galaxy
  publish when the tag differs from the version in galaxy.yml, or when
  CHANGELOG.md is missing or has no non-empty section for the tag. Before,
  a missing or empty section still set found=true and published a release
  with empty notes. The section is now matched literally (dots in the version
  no longer act as regex wildcards), and the last section in the file keeps
  its final line.

Migration notes

• Breaking: collections calling release-ansible-collection.yml must bump
  version in galaxy.yml to the tag (no v prefix) and add a non-empty
  ## [VERSION] section to CHANGELOG.md before tagging. Releases that
  previously published with GitHub's generated notes now fail before the
  Galaxy publish.
