fix(ai-claude-review): bump claude-code-action to v1.0.261 for Opus 5.5 - #193

The review workflow still pinned v1.0.200, which installs Claude Code 2.1.240; claude-opus-5-5 needs 2.1.280 or newer, so every review since the model switch aborted after one turn with is_error: true. Signed-off-by: Simon Bärlocher <s.baerlocher@sbaerlocher.ch>
