Adds an automated GitHub Actions workflow to manage stale pull requests, helping keep the PR queue maintained by labeling inactive PRs and closing them after an additional grace period.
Changes:
- Introduces a scheduled + manual-dispatch workflow to mark PRs stale after 30 days of inactivity and close after 7 more days.
- Configures stale/close messaging and a
stalelabel viaactions/stale.

I think it would be better to reuse what's already working from the iceberg-java repo https://github.com/apache/iceberg/blob/main/.github/workflows/stale.yml.
