Split from #73124 in response to Andrushika’s September 15 review comment requesting focused CI PRs.
This PR adds regression coverage for prek cache identity and recovery, browser selection, cleanup behavior, and migration coverage.
Validation: 133 passed; Ruff passed. It is intended to merge alongside the four focused implementation PRs.
