Retro window 2026-10-22 → 2026-10-24: second consecutive metrics blackout, collector liveness still unproven #173

Description

@baderdean

Retro window 2026-10-22T12:53:51Z → 2026-10-24T14:50:41Z

Window covered

  • Window: 2026-10-22T12:53:51Z → 2026-10-24T14:50:41Z (~2 days).
  • Data source: boucle/metrics. Fetched: yes. Metrics rows in window: 0. Metrics rows on branch: 0. Last metrics row: never. Issue rows: 0 (bounded to 40).
  • metrics_coverage: unavailable — the reconciliation could not be computed. Every number in this report is an undercount by construction.

Counts

  • Closed issues in window: 1 (the previous retro's own report, closed by this run per protocol).
  • Per-issue metrics rows: 0. Window aggregates: empty.
  • Verdicts, escalations, tokens, cost: none observable — the evidence layer is absent, not zero.

Findings

  1. Second consecutive metrics blackout — this is now a pattern, not an incident. The previous retro window (2026-10-18 → 2026-10-20) already reported a blackout (0 rows, 6 closed issues). This window repeats it (0 rows, 1 closed issue). Two windows in a row with zero collector rows means the collector is not merely "unwired on one consumer": either it never runs anywhere, or its rows are dropped before the window query. The digest's own hypothesis ("collector unwired, or its rows dropped before the window query") has now had ~4 days and at least 7 closed issues across two windows to be falsified by a single successful row. None appeared.
  2. The blackout is self-masking. A retro whose only per-issue evidence layer is the metrics collector cannot distinguish "quiet window" from "blind window". This window had exactly one closed issue (the prior retro report), so the practical damage is small — but the digest itself states the rule: a closed issue with no row is delivery the retro cannot see at all. If any consumer work happened in this window outside the retro lane, this report cannot know it.
  3. Lesson stream is healthy and current. Ten recent lessons (Fix: doctor MR lookup prefix boundary for boucle/<iid>-<slug> (closes #113) #114–fix(update): self-update survives an unset forge context and copy-based consumers heal their root (#120) #123) sedimented through the worker → reviewer flow, several directly about observability and liveness (Fix: resolve issue #116 (e2e.sh unbound BOUCLE_PRODUCTION_URL under set -u) #117 "a documented switch nobody wired", Self-update stuck on copy-based consumers: set -u death in forge_ci_var_set, self-referencing BOUCLE_VERSION job var, root heal skipped without submodules #120 "subscribe to the events you route", fix(update): self-update survives an unset forge context and copy-based consumers heal their root (#120) #123 "a measurement that omits what it could not measure reads as a measurement of zero"). fix(update): self-update survives an unset forge context and copy-based consumers heal their root (#120) #123 is precisely this window's condition: the digest refuses to read the empty aggregates as zero, and the lesson now codifies why.

Anonymisation note

All consumer identifiers in the source digest were already replaced by retro_scrub ([consumer], [host], [user], [email], renumbered IIDs). This report quotes only those generics and describes shapes, never identities. No de-anonymisation was attempted.
