Bump XOOPS_VERSION to 2.7.4-RC2. Move the entries recorded since the RC 1 tag into a new RC 2 changelog section, restoring the RC 1 section as released, add the missing PR references (XOOPS#227-XOOPS#231, XOOPS#235-XOOPS#258) and give the two new maintenance constants their own RC 2 block in lang_diff. README: RC 2 intro, changes since RC 1, and upgrade notes from RC 1.
Xmf\FilterInput, which filters request input, now always finishes on input containing "<>" followed by more text, anchors its tag and attribute name checks with \z, matches on* handlers case-insensitively, checks URL schemes with entities decoded, and leaves no tag opener in stripped text. Record it in the RC 2 changelog and README.
