Add run-template:clone command (disabled by default) #57

Add CLI parity for the web UI's RunTemplate clone action: a run-template:clone command that copies a template's config, saved env values, and credential assignments into a new RunTemplate.

Per the underlying bug (web clone copied active verbatim from the source, letting a cloned-and-not-yet-reviewed template be scheduled — VitexSoftware/multiflexi-web#8), the CLI clone must also always create the new RunTemplate disabled.

Fix

Add RunTemplate::cloneAs() in core (always sets active=false) and a run-template:clone --id=<id> [--name=<name>] command that uses it.
