config: conf files, properties, and validation #7
Description
Goal: An agent can read and modify any .conf stanza and validate before applying.
Commands: splunk config list|get|set FILE [STANZA [KEY=VAL ...]]; splunk config validate.
REST: /services/configs/conf-*, /services/properties, btool REST (validate=true).
Ponytail: generic conf access covers a large surface with little code; keep it typed/scoped enough to stay safe and discoverable, never a blind write.
Acceptance: server-side validate runs in the plan step; writes gated; JSON output; tests.

Read-only configuration access is implemented in PR #79. This issue remains open for its separately gated write and validation acceptance criteria.
