chore: prepare Player 0.1.70 for TypeType 1.9.0

Summary

• Carry the shared live-playback policy and HLS/DASH transport updates into the TypeType 1.9.0 release.
• Improve live-edge targeting and latency behavior.
• Keep the published MSE package version at 0.1.70; this is not the app release version.

Production behavior

• Updates the shared Player transport and live-playback behavior consumed by the Frontend.

Deployment requirements

• Use the compatible MSE package and Frontend revision from the coordinated TypeType 1.9.0 release.

Runtime verification

• Player CI checks passed.
• Production runtime verification remains pending the rollout; this PR still requires its requested review before merge.

Tests

• Player validation and dependency-review checks passed.

Rollback

• Restore the previous compatible Player package and Frontend reference.
