Bypass caches on every query to the CI environment - #61

Queries for tests whose test_env is ci now carry bypass_cache: true, so a CI run tests what is deployed rather than what an earlier run cached. A bypass_cache given in --query_parameters / QUERY_PARAMETERS still wins. The parameters shown in the log, the Slack message and the radiator's run record are the ones actually sent.
