Copies an environment's cycle CronJob into a Job running only acceptance, pathfinder or performance, with that CronJob's suite, targets and profile. Refuses while a Job of the same CronJob is running (--force to override), since manual Jobs bypass concurrencyPolicy. Documented in the helm README and the chart's install notes. Since logs/ was added to .dockerignore, the image has no /app/logs, and setup_logger (run on import) failed opening ./logs/harness.log, so every harness run in the image exited 1 before doing anything. Create the directory, and if the file still can't be opened, log to the console only with a warning.
