- Around line 138-139: Update the pending-delivery flow in `MailService` so it
does not remove a letter unless its complete `ItemStack` can be delivered.
Replace the `firstEmpty() != -1` capacity check with a full-stack fit check, or
retain and requeue any remainder returned by `ItemGive.giveOrDrop`; do not drop
leftovers after removing the letter.

Addressed in 75cff60: incoming and queued mail now checks complete-stack storage capacity before handover; both saved queues retain blocked letters. Java 21 clean verify passes all 253 tests and the 100% line-coverage gate.
When a bird arrived while the recipient's inventory was full, BirdMessenger dropped the letter into the world and considered it delivered. Letters now stay in saved pending mail until the complete stack fits in storage, with online delivery retried every second. Each pending handover checks capacity before removing the letter, including unsent letters and estate returns, so a batch stops when space runs out.
Documentation: TF-Minecraft/Docs#292
Validation:
tfmc-mvn -o -B --no-transfer-progress clean verifypassed on the CachyOS PC with Java 21: 253 tests, no failures, and the existing 100% production line-coverage gate. The initial three regression tests failed against the original implementation. Additional coverage checks oversized and partially stackable letters, inventory stack limits, and persisted queues when delivery cannot accept an item. Runtime JAR validation passed. Live Minecraft testing and deployment remain separate.
